It is made up of 11 active concejos (Angostina, Arlucea, Bernedo, Marquínez, Navarrete, Oquina, Quintana, San Román de Campezo, Urarte, Urturi, and Villafría) and two depopulated places, Berroci and Izarza; it took shape through 20th-century mergers, the last in 1976 with the incorporation of Arlucea-Marquínez.

Bernedo, plaza fuerte de frontera
Historical milestone
Bernedo is documented as far back as 1025 in the Reja de San Millán. It was a walled town, and King Sancho the Wise of Navarre granted it a charter in 1182, in the midst of the border dispute between Castile and Navarre. It passed to the Crown of Castile in 1476 and was incorporated into the jurisdiction of Vitoria in 1490 under the Catholic Monarchs.
