Municipality of 332 inhabitants (2025) and 5.82 inhabitants/km², made up of six concejos: Baroja (with Zumento), Faido, Loza, Montoria, Payueta, and Peñacerrada, its capital. According to tradition, the settlement dates back to the 8th century, when the place called "Urizarra" ("old village" in Basque) was occupied; it is documented in 1295 within the Hermandad General de Concejos Castellanos, and it likely received a charter around 1256, like other towns in the comarca.
